my son didn't speak until 3 and that is because his ears were full of fluid and he could not hear himself....everybody told me not to worry, he would talk when ready etc etc.....even his Dr....but I insisted on and ENT, and they found the fluid, after putting in ear tubes (he never had and ear infection, not one), he began making sounds...tubes had to be redone in 7 months, and he is hearing and speaking much better...you might want to contact an ENT.
