Dressing baby for swimming

I'm going to take DS swimming this afternoon. I have Water Babies spf 45 to put on him and a hat but should I put a shirt on him too, when he's in the pool. My husband looked at me like I was crazy when I mentioned to him. Does he need a shirt or will the sunblock be enough?
