Possible Excema??

I've noticed in the last several weeks that my son
has rough patches with tiny little bumps on his legs and arms. These dry patches are not really red unless I start touching them and they do not seem to itch or bother him.
Does this sound like excema? He will be going for his 1 year check-up in a couple of weeks but I am not sure if I should bring him in sooner.
