I have used the Aveeno baby bath when his bum has been irritated and it seems to help but will maybe try it for his dry skin. It's not really on his thighs, it's mostly on his shins and on the back side of his arms. I have hydrocortisone cream which I got for his bum before but do not want to use it until I speak with the dermaltologist. Try the Aveeno lotion and the aveeno bath. The hydrocortisone cream will dry up his skin and irritate it more. I hope everything goes okay. Keep me posted.
