Certainly the quality of well water greatly depends on where a person lives and what's happening around them. Chemicals or nutrients such as fertilizers used in farming or for industry can result in pollutants seeping into the water. If the water is stagnant for long periods of time, there can be excessive amounts of germs, such as bacteria, viruses or fungus, growing in the water. However, many wells do provide safe drinking water. I am of the understanding that provided the well water was tested, in a proper laboratory, as being fit for human consumption, that it can be used for infants (provided it's also boiled before use). As varying weather could potentially affect the quality of the water, it would be necessary to have the water further tested on a regular basis to make sure it remained safe.

Personally if I had access to other sources of water, such as town water (which is tested every day) or bottled water, I would prefer to use that for an infant to be on the safe side until at least the age of 2.
