Hi,
I'm having the same problem with my almost 13 month old son. We have hardwood floors and our kitchen is ceramic tile, so the floors get very cold.
My son pulls his socks off, so we have started putting slippers on and thankfully he likes wearing them. At night we found he was also pulling his socks off, so we have had to put sleepers with feet on him and slippers over top so that he doesn't slip on the hardwood.
I would just be persistent with the slippers over the socks and maybe show him you putting on your slippers first and then put his on. Maybe if sees mommy wearing slippers he will wear his.
