It's a phase. My girl did the same thing at that age. Sometimes you have to gently pin them down to get the diaper on. I know plenty of times when I ended up chasing my daughter around holding her pants. Try playing with them (making faces, blowing raspberries on his stomach, etc.) and see if that works. Eventually he'll settle down. Hannah is 17-months-old now and is great at changing time.
