Circumcision is a personal decision. My personal decision, after my husband had me read many websites about circumcision, is not to circumcise. It is becoming more common not to circumcise. I couldn't inflict that much trauma and pain onto my children without it being a medical necessity, plus the are more benefits to having your foreskin intact. On young children the foreskin shouldn't be pulled back. I do think vaccines and checkups are important. I wouldn't miss them. I take my child to the doctor all the time-probably too much. When she even has just a cold I want to make sure she doesn't have ear infections, bronchitis, etc, since she can't tell me how she feels. I can't comment on the woman being a good/bad parent since I don't know her. Good Luck.
