It does sound like he is teething. That tooth you say that has been coming out for over a month and just hasn't will cause pain until it comes out completely. Also, has he been drooling. And sometimes you can't see if he is teething. Sometimes the gums just look a little swollen. Another possibility is that he is sick but I think most likely he is teething. I would try some Infant's Advil and see if that works. It usually lasts up to 8 hours.
