I can't tell much without looking at them but from what you tell me it sounds to me more like dry skin. Have you tried any of the Aveeno lotions? Also, if this is on the side of his arms and inner legs or thighs, it could be a combination of dryness and also not being scrubbed enough while bathing which causes dirt and oils to clog the pores.

I have made an appt with a dermatologist just to be sure but he has always had very sensitive skin. I have used the Aveeno baby bath when his bum has been irritated and it seems to help but will maybe try it for his dry skin. It's not really on his thighs, it's mostly on his shins and on the back side of his arms. I have hydrocortisone cream which I got for his bum before but do not want to use it until I speak with the dermaltologist.
