My son used to do the same thing, he would just chew on the spout of the sippy cup or play with it, evetually he figured out he could drink from it and started to suck from the spout.
You could take the stopper out of the spout from the sippy cup so that when he puts it to his mouth the milk or whatever you give him will come out easier and he will realize that he can drink from it.
As for the bottle, I don't know why he wouldn't suck from the nipple unless he is just not hungry. How do you normally feed him if he is not drinking from a bottle?? How old is he?
